The promise of a professional employer organization (PEO) is simple: consolidate HR, simplify compliance, reduce administrative burden, and access more comprehensive benefits at better rates.
But in practice, most PEOs fall short because they outsource operations. Their payroll and HR systems are inflexible. Support is slow. Compliance guidance is vague—or missing entirely. And companies are forced to rely on separate vendors as they expand.
That’s why we built Deel PEO: a completely in-house solution designed for globally mobile teams.
It gives you one partner, one platform, and one team of experts who understand how to build compliant, distributed teams both inside and outside the US.
In-house operations managed by certified experts
Deel's expertise is in global business, but we've staffed up on US bona fides to meet the country’s particular rules. This is backed by real global perspective—for example, our US payroll is integrated alongside your global payroll in reporting.
We also offer 24/7 support from around the world, so even if your team is in the US and you’re not, you’ll get the help you need, when you need it.
These are licensed and certified professionals—not generalists—who know how to advise on everything from compensation structures to overtime compliance.
They’ve handled region-specific plans, supported multi-state operations, and can confidently resolve challenges that would typically require escalation at other PEOs.
Every Deel PEO client is paired with a dedicated HR Business Partner (HRBP) and Payroll Manager. Your HRBP acts as a true extension of your team, offering strategic guidance on hiring, onboarding, terminations, policy development, handbook creation, and state-by-state compliance nuances.
For example, if you’re hiring in Massachusetts, what wage notice forms are required? Do you have to enroll Hawaii-based part-timers in your health plan? And what about those final pay rules in California?
Your HRBP doesn’t just point to a resource—they provide tailored, compliant answers that reflect your team’s locations, structure, and legal obligations.
Because all of this expertise is centralized within Deel, you’ll receive faster, more accurate answers from professionals who already understand your business. And unlike traditional PEOs, there’s no handoff to disconnected third-party teams. You’re working with a dedicated partner who is empowered to get things done.
Deel PEO
Exclusive plans designed for global teams
Deel is the only PEO offering an Aetna International master plan—a benefit that reflects the needs of today’s globally mobile workforce. This plan was developed in partnership with Aetna’s international division and is purpose-built for W-2 employees who frequently travel or live between countries.
This is a full-featured health plan with coverage for primary care, outpatient procedures, hospital visits, and more. What makes it different is portability. Employees can access care abroad using the same insurance card and benefits they use in the US, with no disruption to coverage.
For example, if an employee on a US visa works in the US but returns home for part of the year, they can still receive care in their home country under the same plan. This is ideal for employees who return overseas for personal reasons or travel frequently to meet with teams across regions.
Far from our only benefit option, employers with workforces that are mostly stationed in the US can still offer up to 60 domestic plans to their employees. But for those with employees that jet set often, our coverage is the best around. This plan was designed with Deel’s clients in mind: globally-minded companies looking for flexible coverage that works across borders.
Hands-on enrollment and renewal support
With Deel, you get hands-on support throughout the benefits enrollment and renewal process. We guide you through your plan options, help you evaluate contribution strategies, and advise on different contribution classes if needed. We also lead your open enrollment meetings, walking employees through the plans and showing them how to make their elections online.
Deel also offers benefits flexibility when needed. If you have strong regional plans—like a locally preferred HMO in Wisconsin—Deel supports benefits carveouts, allowing those plans to remain in place for select employee groups.
We handle all the backend logistics: pre-tax deductions are processed through payroll, taxes are applied correctly, and everything is reflected accurately on employee W-2s. This approach gives you the flexibility to retain high-performing regional plans without sacrificing compliance, payroll accuracy, or centralized reporting.

Built-in compliance for local and federal coverage
Compliance is where many PEOs fall short. Even the best providers, without centralized HR software, depend on humans to fix mistakes before they become issues. With Deel's powerful, all-in-one HR software (included for all PEO customers), compliance is built into every process and workflow. Human expertise available, but not required.
At the state level, Deel’s platform delivers real-time compliance guidance tailored to where each employee lives and works. For example, if you’re terminating an employee in New York, Deel will flag that you must pay final wages within 72 hours. If the employee is in Pennsylvania, the prompt reflects that state’s rule instead. These requirements appear directly in the workflow so you don’t need to track them down manually.
During onboarding, Deel collects and stores required documents based on the employee’s role, seniority, and location. If someone lives in Illinois but works in your St.Louis, Missouri, office, the platform surfaces documents from both states, including W-4s, state tax forms, arbitration agreements, and more.
Ongoing compliance monitoring is built in, too. The Compliance Hub flags risks like below-minimum wage pay, FLSA misclassification, or missing background checks across all worker types, including PEO employees, contractors, and direct hires.
At the federal level, your dedicated HRBP will help you navigate FMLA, COBRA, and ACA compliance. For example, when an employee needs a leave of absence, the HRBP determines eligibility, issues the necessary paperwork, and helps track the status.
When benefits are terminated, COBRA notices are sent automatically. For ACA, Deel manages the collection of hours data and ensures the timely delivery of 1095 forms. The result is full compliance coverage without the administrative burden falling on the client.
Continuous Compliance™
One platform, one partner for global teams
Deel is the only truly global payroll and HR provider that gives companies a unified way to manage US-based employees via PEO while also managing global employees and payroll through EOR, contractors, or local entities. Businesses no longer need to juggle multiple vendors or disconnected systems as they grow.
From embedded compliance to white-glove support, Deel PEO was built for modern companies—those with distributed workforces, international goals, and high expectations for service.
